For nearly a century, the Commission has developed a distinctive model of international scientific cooperation, shaped not only by its founding instruments but also by the institutional practices and governance mechanisms progressively established by its Member States and governing bodies.

To preserve the coherence, legal certainty and long-term continuity of this institutional framework, a comprehensive revision of the Rules of Procedure was undertaken. Over time, the existing regulatory framework no longer fully reflected the evolution of the administrative, scientific and institutional practices progressively developed by the CIESM and its Member States.

This initiative pursued two complementary objectives. The first was to formalize nearly a century of administrative, scientific and financial practices. The second was to ensure that the Commission’s governance framework evolved in line with internationally recognized governance standards developed within intergovernmental organizations over recent decades, while preserving the institutional mechanisms that constitute CIESM’s identity, heritage and distinctive character.

To achieve these objectives, the revised Rules of Procedure clarified and formalized the respective mandates, roles and responsibilities of the Commission’s governing bodies and principal institutional functions, including those of the President, the Honorary President, the Interim President and the Director-General. They also formally recognized the Scientific Council and the Office of the Director-General, harmonized the terminology of several governing bodies, now designated as the General Assembly and the Executive Council, and incorporated a number of fundamental principles that reflect the Commission’s institutional identity and distinctive characteristics. Among these is the close articulation between the intergovernmental governance exercised by the Member States and the independent scientific expertise that constitutes one of CIESM’s defining strengths.

Unanimously adopted by the Member States, this modernization of the regulatory framework marks a major milestone in the institutional history of the Commission. Far more than a simple revision of the Rules of Procedure, it brings together, within a single legal instrument, the heritage, values and practices that have guided CIESM’s work for nearly a century, while providing the Commission with a modern, coherent and forward-looking governance framework to support the continued fulfilment of its mission in advancing scientific cooperation throughout the Mediterranean.
